Giant development nears deal with Bastrop council

Bastrop, Tx–As early as Oct. 27 the Bastrop City Council could sign off on a deal allowing the creation of a 10,000-acre residential and commercial development between Bastrop and Elgin on the west side of Texas 95, potentially more than doubling the size and population of the city.

If given final approval and built as presently conceived, XS Ranch would include almost 7,500 homes, apartments and other living units plus some 300,000 square feet of commercial space and thousands of acres of parks and open space, some of it open to the public, as well as up to three schools over the next 30 years.

Currently the City of Bastrop includes roughly 6,600 acres and about 4,000 living units, including single family homes and apartments. The agreements under discussion would allow the entire XS Ranch area to be annexed into the city limits in coming decades, perhaps beginning in about 25 years, city officials said.
Crucial to developers is the city’s permission to create as many as 10 municipal utility districts with taxing powers to pay for providing roads, drainage, water and sewage service as well as parks and other amenities. In return the city wants to assure some development standards and annexation rights in the future, if that becomes financially attractive.

The city’s consent is required because almost all the XS Ranch land, including the former 6,700-acre Steiner Ranch, is part of Bastrop’s extended extra-territorial jurisdiction acquired in 1985 by voluntary landowner requests. At the time the City of Austin was threatening to extend its development controls deep into Bastrop County, an effort frustrated by landowner petitions for Bastrop to extend its protections to their properties.

The pending XS Ranch deal, reviewed by the council at some length during a workshop meeting Monday at City Hall, has been under negotiation for more than a year now. Council members and development officials said they like the terms so far.

“It looks pretty good to me,” said Council Member Julie Hart. Council Member Bill Peterson agreed. Council Member Joe Beal was not present. No one voiced doubts, reservations or objections.

“It’s been a good process” of negotiation, said Bastrop City Manager Mike Talbot. He said the Oct. 27 council meeting agenda will permit a binding vote on the pact.

Free flu vaccine clinic in Bastrop slated Oct. 24

Bastrop, Tx–Free seasonal flu vaccine will be offered to area residents from 9 a.m. to 1 p.m. Oct. 24 at Bastrop Middle School, 709 Old Austin Highway.

The clinic will be sponsored by state and local health officials with assistance from local volunteers. The vaccine is designed to protect the public from the seasonal influenza virus, not the much more talked about H1N1 viral strain.

The Bastrop clinic will be stocked with 600 doses in a mist form, as well as 200 doses in an injectable preparation, said officials. The vaccine is aimed at protecting residents ages 2 to 49. Doses will be distributed on a first come first served basis without charge

Bastrop County Pct. 1 JP will seek re-election

Bastrop, Tx–Pct. 1 Justice of the Peace Bill Weddle said today he will seek a second four-year term next year. He’s seeking the Democratic Party nomination in the March primary but has already drawn a Democratic opponent.

Dickie Henderson, son of former Pct. 1 and Pct. 3 Justice of the Peace Bill Henderson in Bastrop County, has also announced as a candidate for the party’s nomination in 2010. Dickie Henderson is the brother of Pct. 3 Constable Matt Henderson.

In 2006 Weddle won a hard-fought election contest against Republican Willie Pina for the justice court seat. Two years later Pina narrowly defeated Democratic candidate Dock Jackson for the Pct. 1 County Commissioner position.

Local Democrats tout new 2010 candidates

Smithville, Tx–At a gathering for barbecue and brand-building Saturday, Bastrop County Democrats staged a showcase for candidates in next year’s party primaries in advance of the Nov. 2010 general election for county and state offices.

Smithville’s American Legion Hall was the scene of the gathering Oct. 3 when the festivities were highlighted by local standard bearers including incumbent Bastrop County Judge Ronnie McDonald, Pct. 4 Commissioner Lee Dildy, County Treasurer Kathy Schroeder, County Clerk Rose Pietsch and District Court Clerk Cathy Smith. All have announced bids for re-election next year.

But the meeting also made clear that it will not be a free ride for all incumbents in the party primaries next year. Dildy, the senior Democrat holding a Bastrop County office, for instance, will be challenged by Michael Flowers for the party’s nomination next year.

Also on hand was Dickie Henderson of Bastrop, who is seeking nomination for the Pct. 1 Justice of the Peace post currently held by Judge Bill Weddle. Henderson is the brother of Pct. 3 Constable Matt Henderson. Both are sons of the late Bill Henderson who once served as Justice of the Peace for both Pct. 1 and Pct. 3 at the same time.

Also on hand for the event were veteran Texas Dist. 25 U.S. Rep. Lloyd Doggett, along with candidates who hope the bear the Democratic banner next year in a race for a U.S. Senate seat. Those hopefuls included former State Sen. John Sharp ( whose district included Bastrop County at the time) who later served a term as state comptroller and narrowly lost an election as Texas lieutenant governor. Also represented was Houston Mayor Bill White, who also hopes to be the Democratic nominee for the senate seat being vacated by GOP Sen. Kay Bailey Hutchison.

Hutchison is challenging Gov. Rick Perry for another four-year term.

White was reported as flying to the Smithville gathering but unable to land his airplane because of stormy weather.

Organizers estimated the Saturday crowd in Smithville at about 200.

Ex-animal control chief declines new park post

Bastrop, Tx–Former Bastrop County animal control director Betty Wade will not be moving to a new position working with the county park in Cedar Creek, officials announced today.

A job description for the park opening will be posted within a few days, said Gayle Wilhelm, executive assistant to Bastrop County Judge Ronnie McDonald. As recently as Monday, officials expected Wade to move into the park position after giving up her long term post with the animal shelter.

But that situation changed because Wade declined the move and will retire, Wilhelm said.

On Monday county commissioners voted to place the animal shelter and animal control operations under the direction of the sheriff’s department.
