Pre-construction bid session thronged in Bastrop

Bastrop, Tx–Officials from some 40 construction firms packed city hall in Bastrop earlier this month, lining up out into Main Street to attend a pre-bid conference for those hoping to win contracts to erect a new city hall and convention center on Chestnut Street.

The turnout shows there is keen interest in the twin multi-million dollar projects and gives hope that the bidding competition will be sharp when proposals are submitted next month, said Bastrop City Manager Mike Talbot during a Dec. 23 interview. Site preparation work will be bid separately, and the office of site engineer Gene Kruppa in La Grange has also been flooded with inquiries from potential contractors, said Talbot.

City officials hope the show of interest during a period of economic downturn in Central Texas will translate into lower total project costs. Constructors are being invited to make offers for either the 15,000-square-foot city hall or the 25,000-square-foot convention center–or both in a single package.

Talbot said construction should begin early in 2010 and he expects both facilities to be open by the year’s end.

Borrowing process begins for new city hall, convention center construction

Bastrop, Tx– The Bastrop City Council began the final process Oct. 27 for borrowing roughly $5 million to complete construction of a new city hall and convention center on Chestnut St. beginning early next year. When the council met Tuesday it authorized the publication of notice that Bastrop plans to issue debt to complete financing for the new projects which have been in the planning stages for more than two years.

In an interview Oct. 28 Bastrop City Manager Mike Talbot said the final bond issue amounts will not be determined until later this year after the city opens construction bids for the two projects Dec. 8 and and awards a contract before Christmas. Late last year the city borrowed initial money for the projects, chiefly to cover final engineering and design costs.

Construction of the new municipal builings should begin early in 2010.

City hall, civic center designs win council okay

Bastrop, Tx–Architect Mervin Fatter got a green light today from the Bastrop City Council to complete construction drawings and bid documents so work can begin on a convention center and a new city hall by year’s end. The final designs were unveiled at a public meeting last week and endorsed Tuesday by the council.

Work so far on a 15,000-square-foot city hall on Chestnut Street won praise from the council, but the proposal to build a convention center across the street remained controversial. Council Members Julie Hart and Kay Garcia McAnally held out for a delay in launching that project, saying they wanted more time to study projections by City Manager Mike Talbot about convention center operating costs and other financial details.

Hart and McAnally voted no on a motion to move the construction plan forward. Council Member Joe Beal said Talbot’s latest cost estimates for building and operating the 26,000-square-foot convention center are little different from a similar set of calculations put before the council in April. Beal called the assumptions on which the estimates are built “ultra conservative.”

Council Members Bill Peterson and Ken Kesselus joined Beal in pushing the building program forward.

Talbot estimated construction cost for the new city hall at $3.4 million. He put the final cost of the proposed convention center at $5.9 million. Both figures include furniture, fixtures, wiring for advanced communications technology and professional costs, said Talbot.

Given the current economic climate, bids for both construction projects could be 10 to 15 percent less than present cost estimates, said Mayor Terry Orr. “It’s a good time to bid (construction work),” he said.

Contractors will be invited to bid on each project separately or together, said officials.
